AnswerThis is a form of a rose gall called Robin's Pin Cushion. Roses get different kinds of galls. A gall is just a swelling on some part of the rose. The swelling is caused by an insect interfering with the normal growth of the stem. The insect in this case is a gall wasp (Diplolepis rosae) which lays its eggs in either the leaves or stem of the dog rose. One gall may contain several grubs, each in an individual chamber. The gall grubs will overwinter inside the 'apparently' dead gall, to emerge next Spring. These wasps are good guys in the garden and do no harm. I would just cut the gall off it you want to.
