My roses are looking pretty bad.  I am not sure what is going on.  The buds are small, they are opening too soon and when they do open it looks like someone has burnt all the edges to the pedals

What you have are rose midges. They lay their eggs inside the buds and then the larvae feed on the flower petals causing them to become damaged and dead looking. Ortho's rose spray called Orthene, will get rid of them for you. This is a systemic type which will poison the midges when they eat. I would also snap off all the buds on your roses to make sure the eggs are destroyed. All that will happen is that you will have to wait a few more weeks until the roses set new buds and flower again.
