QuestionI have 2 roses (Heritage Rose) that are in pots. Last year they both had beautiful buds,but this year both developed buds, but they never open. Just turn brown and hard.
AnswerTwo things stop the buds from developing. If you get a cold winter, sometimes the buds get frozen and die. Although they look okay, the inside is dead so they never bloom. The other is an insect called a rose midge. It lays it's eggs at the base of the buds in the sepals in the early spring. The eggs hatch and eat the buds and damage it. But if it is the midge, then some of the buds although damaged, should still be green. The midge makes a tiny hole at the base of the buds. It sounds more like your rose buds were killed in the winter.
