I don't know what to call it, but it looks like someone just put a coat of white powder on the leaves of one of my roses, and they curl up!  What should I use?

What you are describing is a fungus called mildew. It is very common in roses especially when conditions are right such as warm days and cooler nights or roses too close together. Any rose spray for downy mildew will get rid of the problem. Just ask for one that is for rose mildew. It won't take very long after you have sprayed for the mildew to go.
