Our boy dog has gone pee on the bush and killed half of the bush that he went
on.  How do I keep him from doing that?

The dog is really not interested in the rose. It is just a marker on his tour of the area and it tells the other dogs in the area. It is the smell he is concerned with and even if you put some bad smelling material around the rose that would only inspire him to pee more to get rid of the unknown dog. You could try a little fence but he will then use the fence as a post. Dog urine is very acid and that is what is killing the rose as it is making the soil too acid to grow.
