I live in ruston Louisiana and I have a white rose bush and before they bloom the look dead or brown  they bloom but but are brow around the edges what can I do

There are two insects that could cause your problem. One is a Rose Midge which lays it's eggs at the base of a rosebud and when they hatch thy eat the buds damaging the flower petals. The other is Thrips which I think is what you have. These very tiny little fly like bugs suck on the  juice in the petals which causes them to go brown. The petals will also have many small brown dots where the insects have sucked on the petals. Any rose insecticide will solve the problem. Just make sure the label says for Thrips on it.
