AnswerThe sticky residue could be excretions from insects that are sucking the juices from the rose leaves and or branches. Your rose could has either scale (looks like small round scabs), mealy bug (white), or aphids (I sure you know what aphids look like). The other reason could be it is under a tree that is dripping the sticky residue on the leaves. I would look for bugs under the leaves first. If you find any then any insecticide for roses will solve your problem. The last thing I can think of is that it is a climatic problem Depending where you garden, in some high humidity ares sometimes the humid air will cause it. However I rather think it is insects of some kind.
