Answer
You are in zone 5a which is what gardeners call the boarderline for protecting roses for the winter. It is boarderline because you could get a nasty spell whih would injure the roses and you could go through the winter with just snow. Snow is excellent as it acts as a protective mulch for the weather above the snow. It isn't the cold that is the problem it is the snow falling on the top of a rose tree and breaking the head of canes. Iceberg is a very hardy rose but the top still needs some protection. Many gardeners are using bubble wrap which you can get at any garden center or building supply store. You wrap it around the top and then tie it up at the top and around the base of the top. You can also use burlap but burlap tends to get heavy with the snow and can also break the top off. If you want to you can dig the rose up put it into a large pot and leave it in the unheated garage. If you rose is just a rose bush then I would take some soil from the garden and make a 12 inch mound around the base of the rose this is how you protect a rose bush. Don't do anything no matter whether it is a tree or a bush until all the leaves have fallen off and you have had a couple of really cold frosts. If you do it sooner, you will make a mini greenhouse which will encourage the rose to grow and then the winter will kill the new growth. Hope this helps.
