AnswerThe best time to prune a rose is when the new growth has hardened such as late fall or early spring. If you cut back those new tall canes, what will happen is that they will fork and you will have two new long shoots instead of just one. Once they have hardened off, when you cut the cane back it won't grow back as long the next year. Just make sure when you prune that you cut about half an inch above a bud eye or where the laterals on the cane are coming out from. That way you don't get any die back and it looks much better.
