Yes - go ahead and give your roses a light pruning in November - it won't hurt them and it will encourage more bloom. In our area, roses can bloom until December or January. Sometimes we don't have a hard freeze until January. After the last hard freeze(I usually wait until February 15th) I do more pruning to cut off any dead or frost damaged canes.
