Check the historical weather data for your area. After the last recorded frost for your area - then go ahead and prune your roses. If you find dead sections in your roses - no matter what time of the year - please prune them out. They can weaken the rose bush and or spread disease (or if it is die-back that could spread to the rest of the bush). Pruning out the dead section will strengthen your rose bush and keep it healthy.
