I have recently moved to Germany. Our "hintergarten" --backyard, has several rose bushes that have been neglected while the house was empty before we got it. They are gangly. It is of course winter and cold so I am not sure if it is okay to trim them at this time. Also, aren't they supposed to have something put over them during the winter? Will they all be dead now? We've had snow but it's now cleared off for a few days with a bit warmer temperatures, so I thought if something can be done, it would be now before more snow comes.

Depending on the temperatures ,how old and what type the roses are, protection would be smart. Some antique roses thrive in the worst of situations. If the rosebushes have been in the ground for years, their root systems are deep and strong enough to withstand the cold and snow.
So to answer your question......it is your choice. There are such things a "cones" you could purchase or you could construct a canvas fencing to encircle the bushes to protect them. I would prune as little as possible for that should take place in the early Spring.
