AnswerHowdy Robert,
I'm a plant specialist for The Home Depot and although I have experience identifying plants, the description is vague. However, the problem your describing for most shrubs/bushes seems like;
A)Nutrient deficiency:manganese deficiency,iron deficiency,or nitrogen deficiency are the usual problems associated with the yellowing as you described.
To solve nutrient deficiency use a tree/shrub slow release fertilizer. Apply over an area twice as large as the crown spread. Since most landscape plant roots grow wide instead of deep, applying to the surface is recommended.
B)Fungus or poor drainage in the soil: Soil that is compact will not allow water to drain properly and a "humongous fungus will be among us"...pardon the humor. The best way to deal with this is to break up the ground with a shovel and add some sand or gypsum to the soil around the plant.
Before you begin, I would recommend getting a soil test kit to see where to start.
