As your olive tree seems to be perfectly healthy in all other respects, it may be that it just needs a bit of a boost in the feeding department.
Try a liquid fertilizer that is slightly higher in potassium than nitrogen - nitrogen is responsible for those dense leaves, whilst potassium encourages flowering and fruiting. This should be given every 3-4 weeks in the growing season.
You may not get flowers this year, but keep your fingers crossed for next spring!
