QuestionI live just 20 miles south of Austin Texas. Our summers often are very hot and winters often mild but can get down to 10 degrees. I will cover the plants with a plant blanket winter time. What are the most cool weather tolerant varieties?

I'm assuming that you are measuring your temperature on the Celsius scale.
All Boganvia (aka Bougainvillea) varieties are described as 'half hardy to frost tender'. That means that these plants will not survive at temperatures below freezing. As winter temperatures in your area don't get anywhere near freezing (on the Celsius scale) your plants wont come to any harm in the winter. Although their growth will slow down, it will pick up again in spring.
