I've had sooo many questions about boxwood dying recently from all over the States. It's getting difficult to figure out what's going on!! I have done a little research to see if there is a virus infection hitting this plant, but can't find any evidence that there is.
Boxwood are generally pretty tough, but they do like a well-drained soil and it is possible that having constantly saturated roots is having a bad effect on the them.
I'd advise that you leave the plants alone for now and next spring when the growing period starts look into the middle of the plant and near the bottom to check for new growth. If/when you see new shoots you can cut the stems back to that point.
Boxwood will tolerate hard pruning as long as you give them a really good mulch of well rotted organic fertilizer afterwards - leaf mould or garden compost is good. Later in the growing season you could use a liquid general fertilizer.
