Do you know if Buddleia x weyeriana Golden Glow", Buddleia Salviafolia and Buddleja lindleyana are self seeding and able to propagate themselves?

Well now - Buddleias have flowers and pollinated flowers will produce seed and given the right conditions it is possible that the seeds will germinate in the 'wild', but it may be a bit hit or miss! In any case it's usually recommended that you prune out faded flowers to encourage the plant to produce more!
The preferred method of propagation is to sow collected seed in multi-purpose compost in the spring or take cuttings in late summer and plant them out the following autumn.
Having said all that, I think to short answer is 'probably' - you could leave a couple of flowers on the bush and see what happens!!
