QuestionI planted Cedar Deodar last year. I was instructed by the nursery to use a lot
of good soil under the tree, bone meal, and plant it so it does not sit in the
water. I followed the instructions, planted it high so the soil would not cover
the trunk any higher then it was originally and there is a nice (at least 15%)
slope away from trunk. There is no grass around the tree in the radius of
about 1&1/2 feet (50 cm). We had a lot of rain this winter, but the tree
seemed to take it really well. In March it started to grow new clumps of
needles. At first they looked great, but at the end of April/ beginning of May
some of them started to turn yellow and dry. Noe there is more of the new
clumps of needles with this problem. The top 30% of tree does not have this
problem. The soil around the tree is moist, no standing water though. I would
appreciate any suggestions.

It sounds like the cedar has tip blight or possibly canker. I would recommend giving it a good shot of fertilizer and treating the plant with a fungicide that is labeled for use on cedars. You should be able to find these materials at your local nursery or garden center.
