What is the best solution for disease photinia with brown spots?

I would recommend treating the Photina with a fungicide early. Spray with fungicide at first sign of infestation and at 7-day intervals as long as signs of disease are present. Make sure that the fungicide is labeled for this particular leafspot disease.
