I bought this snow ball bush four (4) years ago and it has never bloosom.  It has never turn red either.

The type of plant that you have, Viburnum opulus, has displayed the tendency to drop it's leaves early, before they turn color.

I think that the problem with the no flowers may be pruning related. If you are pruning the shurb down in the fall, then you are removing the flower buds. I would recommend allowing it to grow for a few years without pruning and fertilizing with a low nitrogen fertilizer in the fall.
