QuestionMy globe's have some kind of disease at the bottom, foliage has died off, twigs are bare. The tips of the plant are dying. This happened after a severe spring flood. The spruces were dx'd with fungus. I'm getting nervous, these are/where gorgeous mature specimens.

It sounds more like a root problem to me. Severe flooding, especially if it involves salt water, will cause severe damage to the roots (and the rest of the plant in time).
I would recommend giving the plants a good fertilization to force new growth. Do not prune them in any way for two years. They should be fine.
