Euonymus scale is one of the toughest pests to get control of. I would recommend spraying the insides of the plant with a 1% rate of horticultural oil and malathion in the summer. This combination will knock down the populations, but you will need to stay on top of them to stop a resergence in the population. In the spring and fall, you should be spraying them with a 2.5% rate of horticultural oil.
