Althea bush leaf tips dying, few flowers

I live near Dallas, Texas.  I have a white Althea bush in the yard.  It is about 4 years old but has never grown much.  It looks sicker every year.  The tips of the leaves are dying and are brown, and there is less foliage on it each year.  It receives about 7 hours of direct sunlight a day in the summer.  I have only sprayed insecticide on it a couple times a year and spread some lime around it for the first time about 3 weeks ago.  Do you know what I can do to bring it back?

Have you ever fertilized the plant? If not, I think that now would be a good time to do so. Fertilizer will help to stengthen it and hopefully spark some regrowth.
I would also recommend that you cut it back heavily in the early spring to force rejuvenation of the plant. I think that the plant had gone into transplant shock and has not yet recovered from it.
Prune back some of the dead limbs now and make sure to keep it well watered.
