My mom would like to start a lilac bush from a clipping from my
lilac. Is this possible? If so, how do we go about it?

Lilacs are probably the easiest plant to propagate from clippings. Put them in water, or just plant the newly clipped branch into the ground and water. They will put out new roots. I would recommend speeding the process up by using a rooting hormone which is available at many garden centers.
