QuestionI have been pruning some unknown shrubs in my front yard. There is what looks like white mold and thousands of tiny maggot looking eggs? on the leaves. Do you know what those things could be?

The answer to that question depends on the type of shrub that you are pruning. If they are Yews (Taxus), then I would say that you have found mealy bug adults and crawlers. If they are Hemlocks, then they could be Hemlock Wooley Adelgids. It is too early for Whitefly, which would somewhat resemble these pests.
I would recommend that you spray the inside of the shrubs with a 2% rate of horticultural oil. This will suffocate the insects and reduce the population.
