QuestionI would like to know what shrubs or flowers could grow on a hill. The hill is about 4 ft high with mulch on it. I previous had these green pines that were ground huggers. I wanted something different than that look. I live in the northeast and this is along the street were they use rocksalt in the winter. I would need something that would be hardy.

any shrub will grow on a hill, it is sometimes difficult to get them established.
As far as hardy plants that would grow well by a roadside, I can think of several.
1- Rosa ragusa- used in seaside plantings for it's tolerence to salt spray. Pink to White flowers in June and large red fruit in the fall.
2- Aronia- Chokeberry- White flowers in may and long lasting red fruit in the fall.
3-Myrica pennsylvanica- Bayberry- Semi evergreen, decorative blue-gray berries.
4- any of the Viburnum family.
I would recommend going to the local nursery and looking at these plants for yourself and deciding which ones that you like.
