Whats holding it back???

I have 4 crepe myrtle trees that I transplanted last Fall. All are about 6ft tall.  About three weeks ago, three of them started to leaf out, but the fourth is doing nothing. It appears to be alive, since i cut a stem and it's "green" inside, so it appears hydrated. I also bent a couple of the larger limbs and they certainly bend rather than snapping- yet it has no green leaf growth. Last week, I mixed a solution of root stimulator, thinking it might jump start some activity- nothing. These are all in about the same spot of the yard. What am I doing wrong?> Will this thing ever come around?

Plants, like people, all can handle different levels of stress. I think that the Crepe myrtle that has not leafed out may have gone into deeper transplant shock than the other three.
Is there something different about the spot that the tree is in as compared to the other three?
Is it in a lower spot that collects water- too much water can drown out root systems.
Is it more exposed to winter winds? This can damage the buds and cause the tree not to leaf out.
I would recommend hitting it with fertilizer to try to pop the buds open and give it a few more weeks before pulling the sheet over it's head (so to speak).
