Can a person leave the shrubs in the nursery container in the garage over the winter? I have purchased 3 bird's nest spruce shrubs and find that I am going to move in early spring and would like to plant them in my new place.

I suppose that you could keep them in the garage over the winter. Make sure that they are watered regularly and if possible, expose them to as sunlight as possible. If they remain in the dark for too long, they can go into decline.

Would it be better to place the shrubs outside in their containers, say, on the back deck?

Keeping them outside on the deck may cause some root damage from the soil in the container freezing. I would recommend that you find a sheltered spot in the yard and put the spruces into the ground, in their pots, until next year. This will help to insulate the roots, while allowing the top growth to harden off naturally as well as keeping the plants in their pots for easy relocation next year. You should also put down a good mulch layer to further protect the root systems.
