No matter what the size of the plant is, I always recommend that they be transplanted in either the spring or the fall. Summer is a very difficult time for transplanting, because the plant can go into shock more readily due to the heat and inadequate moisture.
When you transplant the tree, use a mycorrhizal product (such as Plant Health Care's Tree Saver). These beneficial fungi will help to enhance the root development and help the tree establish more rapidly.
Fertilizer should be a low salt fertilizer with less than 1 percent chlorine. Read the fertilizer label for the proper schedule and amounts.
