Me,

You have not given me much to work, but I will give it a shot.

I am guessing since you say it is healthy and green that it is planted in the correct spot and getting the correct amount of water, fertilizer, light, etc.

Did you happen to prune the plant last year.  Rhodos produce the flower buds for the next year during the current summer.  If these are pruned late in the year it does not harm the plant but removes the flower buds.

Of course this is a guess, but let me know if I am correct.
