Question
I have sprayed systemic fungicide 2 times , about 10 days apart and applied general pesticide  but now have sticky film on top of leaves and small white bugs/mites on undeside of much of lower leaves. What type of treatment will control this problem?

Answer
Sounds like an insect called aphids. These insects suck the plant juice from the plant and secrete a substance called honeydew which is high in sugar content and sticky. A sooty mold will grow on this honeydew. If you can reach the foliage you can spray the leaves with an insecticide called Orthene. You must cover all foliage on bot sides of the leaf. IF the tree is too tall to reach you can use an insecticide called Bayer Advanced Tree and Shrub Insect Control. This is applied to the soil around the tree and the roots will pick it up and carry it to the leaves and twigs and when the aphids suck the plant juices they are killed. It will take a week or so depending on the size of the tree for the insecticide to reach the top of the tree. But this will last the whole season and prevent a return of any insect feeding on the tree.  Here is a web link to this product. Check with your local garden type store for this product.
