If the tree is small enough that you can spray all the foliage a spray is best but if the tree is too tall to reach the foliage use a soil applied insecticide. I would spray the foliage with Orthene. Or for larger trees use a product called Bayer Advanced Tree and Shrub Insect Control. This is applied to the soil around the tree and the roots will take it up to the foliage and when the insect feeds on the leaves they are killed.
