our spruce tree was recently vandalized and cut off at the top, is their a possibly way to regrow the shape of our spruce tree?

It depends on how young the tree is. The tree may grow a side branch that will over time become the top. If the tree is young after 10 years or so it will look like a tree again. It will always have a crook where the branch took over as the top but young trees will show less than a older tree. Older trees may not even make a tree but stay as a bush.
