Poplar tree near brick fence


Question
Hello!  I believe I have a hybrid poplar shade tree in my new backyard.  The tree is about 15-20 feet now and I am concerned that the tree is not placed in a good spot.  The tree is about three to four feet away from a brick fence and a wood fence in a corner of the yard.  
    In that corner is also the PVC garden water "main" -- I dont know exactly what it is but there are several 4" tubes jutting out of the ground that are about 18" high so it looks important to the watering system.  Should I pull this tree out?  I also have a neighbor on this side with a pool and am somewhat worried for it!  
 If I do need to pull it out, can you please suggest some acceptable shade trees for such an area?  I live in Bakersfield, Ca in zone 8b or 9.

I would cut the tree and remove it. I would not try to dig the stump out this may cause damage to the water lines. As soonas you cut the tree apply a herbicide called Roundup to the cut stump surface. This will keep the tree from sprouting and kill the root system. As far as a replacement tree, I would check with the calif. State Forestry agency and ask them what tree you should plant. Also Bakersfield College has a Forestry Program and I am sure they could help with what tree to plant.
