AnswerSounds like aphids--these are soft bodied insects that suck the juices out of plants and excrete a substance called honeydew that is high in sugar content and sticky. Usually a black sooty mold will grow on this honeydew. If you control the aphids the honeydew will stop. Check with your local nursery/garden type store and ask for a systemic insecticide for aphids. Depending on the size of the tree this can be a pretty good job since all the foliage will need to be sprayed.
