I do not know you have been doing to be able to tell you what you are not doing.
There are so many factors that may cause the problem. Is the tree water stressed, either too much or too little water? Are you fertilizing, if so how much? Too much fert will encourage vegetative growth at the expense of flowering. Is the tree shaded? Have you pruned it? How deep is the mulch around the base of the tree?
