Loquat/Japanese Plum Trees

Hi- thanks for volunteering! My question is in regards to my Loquat Tree. After the 1000s of loquats ripen and fall off the tree, they take root into the ground and I have tons of little seedlings. I have always gotten rid of them. Well, the tree is inbetween my neighbor and I on a property line and he wants it to go away. I do not. My compromise is to get those seedlings and grow some on my property before he cuts it. But the loquats are still green. Can I save it? Probably, but they are an older couple and it's just too important to them for some reason.

So I'm kind of in a hurry. I have green fruit on the tree now- it's supposed to be golden when ripe. **When can I harvest the seeds? He could probably wait 4 weeks. Are the seeds harvestable out of the green fruit? Do I just put them in the ground or do they have to dry out/germinate?
And here's a really crazy question...if he cuts the tree with green fruit, will the loquats still ripen on a cut branch if I save them?

First, is the tree directly on the proerty lin or on one side or the other.  If it is on your side he can not cut it.  If it is directly on the property line I would contact your homeowners association or town for any ordinances concerning a situation like this.

Since the tree sits on the property line I am assuming it is a volunteer whose seed was deposited by a passing bird. Is it really worth it to go to battle over a tree?   Why not remove this tree since it is bothering your neighbor and plant an improved cultivar in a more appropriate location on your property.  Your local garden center can help you make a good selection.  This way your neighbor is happy (and ultimately a better neighbor) and you can have a better tree to enjoy.  

I am suggesting this because it is really iffy to go the seed collection route and if it does not work you will be even madder at your neighbor.
