We planted a sunburst locus tree in the container last Winter as we were building and could not plant it permanenly yet.It lived but is producing afew branches only at the lower end of the dwarfed tree. We pulled the branches off hoping that new ones would sprout out the top but only the same branches started to grow back.Should we cut the top off the tree or will it all come back next year?If we cut top off it will be a bush as is a dwarf tree.Our soil is clay type and I think we are zone 5-6 as we live along Lake Ontario,Canada.
You might also want to know that we planted another locus tree at the same time and it is doing excellent.

From what I am reading is that you put the container with the plant into the ground until you could plant it.
Now I am guessing but I would say the plant dried out while in the container. Because it was in the container any water in the soil could not reach the plant even though it was in the ground.
From the sounds of growth it is exhibiting I would not put anymore effort into this plant and obtain another. Why not enjoy a new plant instead of worrying about the current plant.
