New growth on palm is coated with a white crust.It looks like hardened white wash.Underneath the white stuff is wet Sap.Some fawns are starting to turn brown on the ends.THANKS A MILLION ,ART

That is a Scale Insect, and needs to be treated with a Horticultural Oil, make sure you coat the Scale completely, let it work overnight, and wash it off (along with the dead Scale..)the next morning, repeat this treatment several times and you should get it under control.
