Foxtail Palm: dead or alive?

Hi Nick, I saw a posting earlier relating to the Foxtail Palm. A few yrs ago my wife and i purchased 5 very attractive Foxtail Palms (10-15 ft tall) and strategically in the front yard/ corner lot with plenty of room in between each. As you know, we had a couple of nights in the winter that he had frost (Pt. Charlotte). I'm not sure if it's coincidental or not but 3 of the 5 trees look dead. Another thing that i noticed was that the 3 of concern are planted further away from the house and on elevated ground (flood zone compliance). We have a neighbor a few blocks away and noticed that they cut off the top part of each palm
where the stalks grow from mid-tree and wasn't sure if this was a way of recovery for these trees. Their trees were about 2/3's the height of my own. Is there any hope for these? Please advise. If these are not recoverable, what would be a recommended way of removing them? Thanks for your time, Nick.

Hi Mark, Your neighbors effectively killed their Palms by decapitating them, for this is the crown, the crucial area that new growth emerges from; that said, I would need to know exactly what your Palms look like, I probably could see them physically,  your being in Port Charlotte. Let me know!..Nick
