I am in the south but maybe this is a general question. We're trying to get rid of weeds to start a wildflower garden in our new property, which previously was wild.  

My husband wonders if we should try burning it since that is allowed in our rural area. We have 5 acres and want to do probably 1/4 acre by the road as wildflowers.

Burning the weeds will not kill the roots of many perennial weeds and grasses, nor will it deal with weed seeds present in the soil.  Tilling the soil is more effective when it comes to getting rid of current growth.  Repeated tilling will deal with germinating weed seeds and needs to be done several times at 2-3 week intervals, ideally through an entire growing season.
