Fountain/pond foam & sealant suggestions

I read a question and answer regarding foam from a new fountain and it sounded very similar to my situation.  My employers have a water feature with a fountain in the lobby of their office building.  About a year and a half ago they updated it with some new artificial shrubs/trees and painted a few of the rocks.  Then they re-sealed the rocks and ever since then, we have had a major foaming problem.  It starts to foam back up again within about 1 week after cleaning and defoaming agents don't eliminate completely and it comes back within days.  Do you know of a sealant that we could put over the existing sealant that would not cause it to foam?  Thank you, Lynette  PS-no fish and no living plants in this water feature.  Water ph adjustment doesn't seem to help.

Thank you for your e-mail.
There can be different things wrong, however if water and surroundings are all the same then it must be the used paints or the artificial items.
Best way to know is to (if possible) to remove the artificial items for some time.
If they are specialized aquariums or pond items, this should be of no problem.
Do you know witch paint are used?
Maybe the best way to go is to try to use the liquid fibre paint.
Not ideal to use outside, however inside maybe the solution.
They sell it at pondmarkets sometimes as A more cheap way to seal the ponds instead of fiberglass. However not A good product to use outside.
Inside maybe A good solution.
Also there should be sealant available for ponds in the specialized pondstores.
Best way to go on this is to buy sealant product at A specialized koi store.
