With proper filtration, a single goldfish could survive in as little as 10 liters of water. Living in such a small space not only would be unhealthy for it, but would also inhibit its growth.
The ideal space for a goldfish in a pond would be from 120 to 200 litres of water per fish.
One way of controlling their population would be placing a "spawning mop" on the pond. A spawning mop could be made by cutting a few 20" pieces of nylon rope, untwisting them, tying them into a bundle and throwing it into the water.
The fish would lay their sticky eggs on it, and then you could wash them off.
