What can prevent tomato plant blossoms, blossoming continuously already for 3 weeks from setting fruit (in South Florida)?

These vary, even within the same plant. That it why you are best to purchase hybrid seed from a breeder rather than harvesting your own.
In regard to tomato blossoms, usually it is inclimate weather that prevents them from setting fruit. When it is too hot, too wet, or even too dry, tomatoes will be delayed. This problem always corrects itself within a few weeks.
