Thanx for your challenging question. I apologize for the time it took to get an answer to you but with the holiday weekend I think I've finally found your answer.
I believe the plant to be a type of locoweed from the genus Oxytropis. These plants are native to the Southwest mountains and some are native up to Canada and Washington. They are leguminous (members of the pea family).
