AnswerCuttings can be taken at any time of the year. However, you should not transplant them outdoors until spring unless you live in a mild climate that does not have hard freezes. Willow springs, as well as any rooting compound, can be used to stimulate root growth. Just dip the stem in the rooting compound before sticking it in the potting soil. Cover the pot with a clear plastic to hold in moisture. After 2-3 weeks, the roots should be established and the cutting can be cared for as you would any other seedling over the winter.
