Thanx for your question. No, not all flower seeds require cold treatment. In fact, almost all annuals do not have this requirement and most of the perennials I've grown from seed like hollyhock, hibiscus, coreopsis, dianthus, achillea, poppies, etc., do not require a cold treatment. Some lilies do. Lilum formosanum (Formosa lily) and some of the lilies that are not hardy do not require a cold treatment. I hope this helps.
