QuestionWhat kind of plants can I germinate fairly quickly in water? It can't require a lot of special care or space, and it's got to be something I can get in any nearby store. I live in Washington and will be raising these indoors. What plant is best?

Thanx for your question. Generally, I do not do homework or projects as this is a forum for hobbyists and amateur horticulturalists. But, I will attempt to answer your question.
I would try dry beans from the grocery store or if you have some on hand in the pantry or cupboard. Any dry bean should do fine. I would just wet a paper towel and keep the beans in this paper towel and be sure to keep them warm. If you put them in a tray on top of the fridge and keep them wet, they should germinate in 3-5 days.
