Thanx for your question. We're talking about rose seeds right? The best time to start rose seeds is probably in the fall. You can either put them in a pot and leave them outdoors or do this artificially and I think I've already described that to you correct? I apologize, I don't exactly remember the question. Bear in mind that there are some species roses whose seed require three or more hot/cold periods. These seeds have an unusually heavy dormancy and there are trees and shrubs like that mostly from Northern Europe and North America. I hope this helps.
