Thanx for your question. I am not an expert on citrus. My only experience with it is as a houseplant as my local climate is not very accommodating during the winter. Sir, I also do not have much experience in grafting so I can only tell you what I have read. Most citrus trees are hybrids that have been grafted to a wild or otherwise hardy rootstock. For instance, in the U.S., most of our apple trees are hybrids grafted onto wild crabapple or hardy apple tree stock. So, the root stock is going to have to be sturdy and several years old before it will successful accommodate a scion. There are some varieties of rootstock that mature rapidly.
I would suggest that you also contact your nation's Ministry of Agriculture and your national university's agricultural departments. I used to work as a volunteer with my state's extension service that is government supported and provides assistance to local farmers.
